UNICEF in Serbia is seeking a Consultant to design and develop a functional prototype of the database on violence and therefore support the capacity building of the RISP for sustainable and efficient monitoring of violence which is aligned with national legislation and international standards. The duration of the assignment is from 15 July 2018 to 15 December 2018, up to 75 working days over the 5 months period.

Design and Development of Comprehensive Online Database for Violence Surveillance for the Social Welfare System


Purpose of Activity/Assignment:

The Republic of Serbia has made significant progress with respect to defining a child protection framework to prevent violence against children (VAC) since 2000. Despite clear progress made at the policy level and implementation of new policies into practice, there is still evident lack in efficient response to violence, related to insufficient understanding of the “violence phenomena” - in terms of what causes violence and what are the most effective mechanisms to prevent and combat various forms of violence. One of the barriers for more effective response to violence is certainly lack of data on violence, including violence against children, since Serbia still hasn’t developed an integrated and comprehensive data management on victims of violence. The institutions dealing with violence apply different parameters which makes it even harder to analyze available information. Lack in comparability of data on violence provided by different sectors reflects in only basic evidence and guidance for each sector. Hence there are no integrated strategies nor comprehensive interventions when it comes to violence prevention or implementation of protection measures for victims of violence.

The social welfare system in Serbia is therefore in need for a more comprehensive and robust data collection system that would allow greater understanding on the magnitude of the problem in Serbia and be used to generate knowledge on the nature of violence and its consequences. Data collection is essential to inform prevention, identification, reporting, referral, investigation, treatment, judicial involvement and follow up of cases and prevention of re-victimization.

At this moment, the Republic Institute for Social Protection (RISP) as the lead national administrator of the data within social welfare system, is preparing the ground for improving the data collection system in order to be able to measure the incidence of violence, monitor trends and provide a baseline for assessing the needs of services. In addition, the data would help set priorities and allocate the available resources for primary, secondary and tertiary prevention of violence as well as feed into evaluating the effectiveness of violence prevention practices and interventions.

The scope of this contract is to provide technical support in upgrading the social welfare data collection system on violence. The contract shall be realized in close coordination with the RISP and will lean to the previously developed framework for the monitoring of the cases of violence.

The purpose of the assignment is to design and develop a functional prototype of the database on violence and therefore support the capacity building of the RISP for sustainable and efficient monitoring of violence which is aligned with national legislation and international standards. Monitoring framework with indicators was previously defined by the RISP as the base ground to feed into the database development (including indicators to monitor professional procedures of social welfare centers and indicators of referring to the service within or outside of the system of social protection).

Work Assignment Overview

The Consultant is responsible for providing technical support through close cooperation with the RISP and under the supervision of UNICEF. RISP will ensure adequate human resources (core team of professionals and consultants) who will directly facilitate all related tasks and regularly closely cooperate with the contractor. RISP team will provide all necessary information to the contractor during the realization of the task. Coordination and cooperation will be conducted through established communication lines.

Under the guidance and the supervision of the RISP focal point with close cooperation with UNICEF ICT unit, the Consultant will perform the following tasks:


Task 1: Conduct initial consultations with RISP and collect views and needs of RISP in order to obtain and define common set of indicators on violence required by the social welfare system (up to 10 days)

  • Consultation with RISP to understand user requirements (the social welfare system needs in surveillance of violence)
  • Analysis of the proposed set of indicators and the framework of procedures of centres for social work (CSW) and case management
  • Formulating additional requirements/fine-tuning needed to produce a system specification

Deliverable 1: Data requirements document - draft algorithm developed with defined set of data (fields / columns) and the procedures (the description of the data used or generated, the details how the data is to be used or generated, any  additional requirements for the new database system)

Timeframe: 1 month (15 July – 15 August 2018)


Task 2: Design of the violence database/system specification in collaboration with RISP (up to 25 days)

  • Conceptual and logical database design (specification of a logical schema in accordance with the given set of indicators and system specification)
  • Consultation with RISP in designing the violence database

Deliverable 2: A detailed specification of a logical schema; design documents and a detailed description of how a system should be constructed

Timeframe: Month and a half (15 August – 30 September 2018)


Task 3: Develop software application  (up to 20 days)

  • Construction of a computer system according to a given design document and taking into account the environment in which the system will be operating (e.g. specific hardware or software available for the development)
  • Develop the standard CMS portal. Develop database with simple and user-friendly document management system, including new entry forms, searching, filtering and reporting. Integrate database to CMS.

Deliverable 3: Software application developed

Timeframe: 1 month (1 – 31 October 2018)


Task 4: Monitoring and assessment of piloting of software application and providing technical assistance in finalization of the functional prototype  (up to 20 days)

  • Provide monitoring, supervision and advise to the RISP during the process of piloting of violence database system with selected numbers of field-sites/end-users
  • Making review of the analysis, design and implementation process; second-cut designs
  • Make further adaptations so the functional prototype of database is complete

Deliverable 4: Acceptance report; Instructions for end users on site content management and maintenance; Final revised e-application functional prototype; Documentation (the database schema, user manuals and the source code of the complete software solution – both database and CMS module) on the software application content management, administration and maintenance submitted and accepted; Presentation and demonstration on usage of database delivered

Timeframe: Month and a half (1 November – 15 December 2018)


Additional requirements

During contract duration, consultant should provide own hosting service for the database testing and development. Once stable and definitive version of the database is created – it will be transferred to RISP web hosting services by contractor in close coordination with ICT Unit.

Warranty period of 12 (twelve) months (starting from the “go-live” date) during which maintenance and database design fine-tuning and regular operation will be available at no additional cost. In the same period the selected consultant will provide and install free of charge all mandatory software updates and security patches of the technology developed and used.

Technology and software used for development of database must be fully based on open-source code and should be aligned with the overall ICT strategy of UNICEF.


Minimum qualifications required:

Bachelor degree in Computer sciences, Software development, Graphic design, etc.

Knowledge / Expertise / Skills required:

  • At least 5 years of professional experience in software design and development on projects of a similar scale. 
  • Experience in front-end and back-end software development and design, relational database development.
  • Prospective consultant must have a proven and extensive experience in similar assignments related to e-application development. Therefore, a traceable list of references (internet links) for the previous 3 projects implemented by the candidate during his/her professional career related to design and programming of the web portals with databases (with the names of the clients, contact persons, email and phone numbers) should be submitted. 
  • Excellent speaking and writing skills in both Serbian and English language is mandatory.
