Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post. The incumbent will work in the Management Section of the Media Department.
Tasks and Responsibilities
Under the supervision of the Head of the Media Department, the incumbent will be responsible for:
- Carrying out a range of tasks related to media development, monitoring and legislation, such as organization of capacity development activities, seminars, conferences, round tables, study visits, training courses for journalists and other counterparts, and other events related to the reform of the media. While carrying out these tasks, the incumbent is responsible for both substantive and administrative elements of project/activity development and implementation;
- Collating information on relevant developments in the field of media reform in Serbia and South-Eastern Europe and other media issues; based on the findings and contacts with the relevant counterparts, proposing and developing new projects and making recommendations concerning approaches as to how to address the implementation of project activities;
- Communicating with local and international counterparts to acquire information and organize programme activities; advising and assisting counterparts in making needs assessments and submitting proposals for donations and capacity building;
- Assisting in budget planning and monitoring by compiling the Department’s Unified Budget (UB), collecting programme/activity inputs from the Media Department units, advising on expenditure estimates and consulting with the Fund Administration Unit (FAU);
- Assisting in the development and implementation of extra-budgetary (ExB) projects in co-ordination with donors; monitoring expenditure and compliance with the OSCE’s administrative framework;
- Processing administrative requirements for the Media Department with regard to procurement, travel, logistics, consultants; drafting, reviewing and monitoring various terms of reference;
- Providing reports, summaries, background information and minutes from meetings for the Head of Department (HoD) and Head of Mission (HoM); compiling the Department’s input to the Mission’s bi-weekly activity report;
- Maintaining HoD’s calendar, making appointments, carrying out practical arrangements for HoD’s official travel and meetings. Translating documents and interpreting at meetings;
- Performing other duties as required.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education, supplemented by post-secondary studies or training in journalism, media affairs, political studies, social studies or humanities;
- Minimum six years of relevant working experience in programme/project planning and implementation, preferably in an international environment;
- Previous experience working in the media, non-governmental organizations or public institutions;
- Experience in working with budgetary issues and procedures;
- Knowledge of the media landscape in Serbia;
- Knowledge of OSCE or equivalent administrative framework would be an asset;
- Computer literate with practical experience in Microsoft packages;
- Excellent oral and written communication skills in English and in Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and the continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,730.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
